I'm trying to use the DLL with C#.

I've sucessfully connected to the server. Now I'm trying to get the PIDLIST via OBDNetParameterGetPidList , but it doesn't seem to me calling back my methods.

Do you know if this will work with the car offline or I can playback the log for development work without needing to have the car online.

You can do this with a log file that is being played, but you don't get any PID list data or supported PID data. If you know what PIDs are in the log, you can request them specifically. Its because the GetPidList function only gets the PIDs that are selected in the PID Config, and it doesn't check if you're playing a log or not. This is something we first overlooked when making this, when we get time to update OBDNet we may fix this.
