On a Samsung Galaxy Tab2 a can't connect to a elm317. Cry In the Tab a can make a static  ip adress with but a can't make a subnet mask. On a Windows 7 en making the connection static a can connect to the elm317. Can anyone help me met finding for me a solution. Thanks on advange.

It sounds like you are using a device that is unsupported on Android. Wifi devices do not work on Android. You'll need a compatible bluetooth device.
